Ayesha Siddiqa-Agha, a visiting fellow at the Cooperative Monitoring Center at the Sandia National Laboratories in Albuquerque, New Mexico, was formerly a Ford fellow at the Bonn International Center for Conversion. She is the author of Demystifying Security: Pakistan’s Arms Procurement and Military Buildup Decision-Making, 1979-99 (forthcoming from St. Martin’s Press).
