Marcie Roth

Marcie Roth is the President of Inclusive Emergency Management Strategies LLC and CEO of the National Partnership for Inclusive Disaster Strategies. After serving in national and international disability rights leadership roles for over 20 years, Ms. Roth recently concluded a 7.5-year presidential appointment to the US Department of Homeland Security Federal Emergency Management Agency (FEMA), where she established the Office of Disability Integration and Coordination and served as its director. Roth is recognized as a global authority on disability-inclusive disaster risk reduction. She has represented the US government internationally as an expert on whole-community, inclusive, disaster risk reduction since 2012, serving as a leader throughout the development and implementation of the post-2015 Development Agenda and the Sendai Framework for Disaster Risk Reduction 2015–2030. Roth is a Harvard University Kennedy School of Government senior executive fellow, and holds a Bachelor of Science in Public Safety Administration from the University of Maryland University College. She was a 2017 Hilton Foundation Fellow and she is currently leading a global project to address the disproportionate impact of climate change on individuals with disabilities. She leads the national disability-community response to hurricanes Harvey, Irma, and Maria and the 2017 California wildfires.
