Steph Guerra led the study Building a Defense-in-Depth Biosecurity Strategy for the AI Era at the RAND Center on AI, Security, and Technology. She's a molecular biologist who previously led strategic partnerships at the Center on AI Standards and Innovation under the Biden and Trump administrations and worked on biodefense policy in the White House.
