Strengthening BWC Prevention of State-Sponsored Bioweapons

The BWC needs to return to its core business: preventing state-level bioweapon
programs. Enhancing the regime toward this end will also hinder the trickle down
of bioweapon technologies to sub-state actors and individuals.
