Raymond L. Garthoff, the author of Détente and Confrontation: American-Soviet Relations from Nixon to Reagan (revised edition, 1994), is a senior fellow at the Brookings Institution. From the 1950s through the 1970s, he served at the CIA and then at the State Department in the Foreign Service.
