William G. O’Neill is a lawyer specializing in international human rights, humanitarian, and refugee law. He trained U.N. human rights officers in Darfur in 2005 and is coauthor of Protecting Two Million Internally Displaced: The Successes and Shortcomings of the African Union in Darfur (2005), from which this article draws.
