A physicist, Khlopkov is the founding director of the Center for Energy and Security Studies in Moscow. His expertise is in regional aspects of nuclear nonproliferation and peaceful uses of nuclear energy. Previously, he served as the PIR Center‘s executive director and worked as a visiting fellow at the James Martin Center for Nonproliferation Studies. He is the coauthor of At the Nuclear Threshold: The Lessons of North Korea and Iran for the Nuclear Non-Proliferation Regime and Nuclear Non-Proliferation in Russian-American Relations.
