Charles P. Blair

Charles P. Blair is a Washington, DC-based university instructor, researcher, and writer specializing in terrorism and the history, technical underpinnings, and potential futures of weapons of mass destruction and other disruptive technologies. As a visiting scholar in Moscow in the mid-1980s, Blair witnessed firsthand the final years of the Cold War and since then has worked on issues relating to globalization and the concomitant diffusion and diversification of WMD in the context of the rise of mass-casualty terrorism incidents. A security consultant, he also teaches graduate-level courses on terrorism and the technologies underlying WMD at Johns Hopkins University and George Mason University.
