James E. Goodby is Annenberg Distinguished Visiting Fellow at the Hoover Institution, Stanford University. He is a distinguished service professor emeritus at Carnegie Mellon University. His career spanned 35 years in the US Foreign Service and several assignments dealing with nuclear issues—including the START treaty, and what became the Helsinki Accords. He held four ambassadorial rank appointments, including ambassador to Finland. He is the author of At the Borderline of Armageddon: How American Presidents Managed the Atom Bomb and Approaching the Nuclear Tipping Point: Cooperative Security in an Era of Global Change. He is the first winner of the Heinz Award in Public Policy, and holds the Commander’s Cross of the Order of Merit of Germany.
