Jonathan Panter

Jonathan Panter is a Stanton Nuclear Security Fellow at the Council on Foreign Relations, and an American Conservatism and Governing Fellow at the Manhattan Institute for Policy Research. He holds a Ph.D. in Political Science from Columbia University, and previously served as a surface warfare officer in the United States Navy.
