Carlin is a visiting scholar at the Center for International Security and Cooperation at Stanford University. He served as senior policy adviser at the Korean Peninsula Energy Development Organization from 2002-2006, leading numerous delegations to North Korea for talks. Prior to that, he was chief of the Northeast Asia Division in the State Department’s Bureau of Intelligence and Research, where he took part in all phases of U.S.-North Korean negotiations from 1992-2000.
