A nuclear physicist, Cochran is a senior scientist at the Natural Resource Defense Council’s (NRDC) Nuclear Program and a member of the Energy Department’s Nuclear Energy Advisory Committee. His expertise includes nuclear weapons, fissile material control, and nuclear waste management. At the NRDC, he initiated the Nuclear Weapons Datebook project in 1980 and the U.S.-Soviet nuclear test ban verification project in 1986 with the Soviet Academy of Sciences.
