Steven Pifer

Steven Pifer is an affiliate of Stanford’s Center for International Security and Cooperation, a nonresident senior fellow with the Brookings Institution and a former US ambassador to Ukraine. He served as a foreign service officer with the US Department of State, helping to negotiate the Trilateral Statement and Budapest Memorandum in 1993-1994.
